Yes…you have to have the account verified before you can use the card
Yes it is safe to buy elsewhere if going through pay-pal…they keep a record of the transaction and if the item does not arrive, or is damaged you can file a claim through pay-pal.
I think Craig’s list may be safe as well ( I have been on this site many times, it seems very creditable )….try to pay through your pay-pal account though

I have made a lot of purchases online, more than my husband agree’s with and I use paypal with my bank card and never got it verified. I know that they push it , but there really is no reason for it. If you are looking for a line of credit be carefull it adds up soooo fast with all of thier shipping and handling charges . I would buy a ring for 25.00 and have to pay 7.00 in shipping..ouch..
It was safe for me to use my bank card on paypal and it was easier to keep track of purchases and who they were from..
