The thing is that Google doesn’t pay. The advertiser pays Google for the click, then google pays for putting it on your site. So, is it legal, yes. Is it honest, no.
You allow an ad on your site for Bob’s House of Hats. Someone then clicks on Bob’s House of Hats and goes to their site. Bob’s then pays Google 5cents for that click (hypotheical amount). Google then pays you 2 cents for allowing them to put that ad there.
If you had no interest in Bob’s, then you just cost them 5 cents, just to make 2. If everyone doest this, Bob’s goes out of business (because nobody is really interested in buying their stuff, just doing it for greed). You only make a little bit of money, unless you have a high traffic site.

If there is a preconceived plan to click on the ads of a website and the owner of that website clicks on your ads, then that would be a breach of TOS. Trust me, many publishers have already been kicked out of Google Adsense for what Google calls fraudulent clicks. You’re basically cheating the advertisers who are paying – clicking on ads for the sole purpose of inflating your Adsense revenues even if you’re not interested in the advertiser’s offering.

How much would Google pay you? The mileage varies. It depends on the topic of your website, the type of visitors you attract, the competitiveness of bidding for your keywords (or lack of it), etc. In this thread “25K Page views a day $10 a day from adsense” http://www.webmasterworld.com/forum89/12524.htm while one webmaster is saying that they earn only $10 a day with 25K impressions, another is saying that with that kind of traffic, they can earn $15,000 a day. Really, no one can say how much you can earn unless you try it.
