The best one will depend on your site, the type of content you have and the responsiveness of audience to the ads.
If you are running a news site that attracts gazillion of traffic, a banner ad network would do best for you particularly CPM based campaigns. Cost per click advertisements such as Google Adsense do not work well with news sites because the audience are not looking for any other thing aside from the news.
As to what banner ad networks to use, publishers typically use various banner ad networks, as a single network such as Tribal Fusion cannot fill 100% of your ad space. So if you use Burst Media as your first network and their fill rate is only 35%, then you can use Tribal Fusion the next and hope they fill up the rest. It is not uncommon for publishers to use as many as 5 banner ad networks using a banner ad server
If you attract an audience who are looking for something else other than what your site provides (like a home business information site whose audiences are actively looking for business opportunities) or a site that attracts visitors looking for ways to spend money (e.g. mortgage information site or camera review site) then your site will do well with contextual advertising sites.
The key to remember is to make sure you have a diversified income revenue stream. Don’t put all your eggs in one basket (e.g. using only Adsense) because you’ll be at a tremendous loss when the program ends (you were terminated or heaven forbid, Google closes Adsense).
Use as many types of advertising you can — banner ad networks, contextual advertising networks, and affiliate programs — to earn as much income as possible (but making sure that your site is not too full of ads that can turn off visitors as well)
