You can apply to Yahoo Publishers Network at http://publisher.yahoo.com/ . Note however that YPN is only available to US publishers currently
I have used both on my sites. I experimented on one of my site the use of both to see which one can give me the best income. Using an ad serving software (I used PhpAdsNew), I served YPN and Adsense alternately (the TOS prohibits you from serving competing ad networks on the same page). I run the experiment for two months.
With the same traffic and number of impressions, my experiment on my site showed that Adsense gave me 5x more in terms of income compared to YPN. Adsense is better in terms of ad targeting or showing ads relative to content. And I suppose they have higher-paying keywords compared to YPN.
I removed YPN from my pages and used Adsense exclusively. Five times higher in revenues is not something I will argue with.
Join YPN and conduct a similar experiment on your site to see which one works better. Your mileage may vary with my results.
