First I want to go for registration with google adsense to have google ads on my website. Meanwhile I want to go for paypaly account. Can I proceed in this way?

You can register with Google Adsense without Paypal. In fact, as far as I know, Google won’t pay your adsense funds to a paypal account. The only option I know of is a checking account or an actual paper check in the mail.
