I doubt you will find one for sale, you will prob have to build it or pay someone to build it for you.

An open source software called PhpAdsNew http://www.phpadsnew.com is an excellent ad server that allows you to manage text links on your website. It allows you to track campaigns, let your advertisers see the result of their campaigns in real-time, even set targeting parameters like IPs, etc. Plus, it is free and easy to install.
