As fo the grass - just turn it under with the sand...it will breakdown and help. As a stopgap messure you can cover area with hay (but this gives LOTS of weed seeds) and turn the hay under withthe sand after its dried out some silt is medium organic and inorganic particles (clay is small and sand is large)

You might get somewhere by improving the soil, but not likely. Get a rototiller, use it. Then get good SOIL and lay it over your rototilled surface. Put your soil or grass plugs down and aerate.
