   forget that account, they have stole your money and blamed it on you, i wouldnt even use google adsence!!

   But you can setup a new emailaddress and sign up again

   Any websites you used AdSense on with your banned account are automatically blocked from displaying AdSense, even with a new publisher ID. As for getting a new one, very few are successful, and most of those few later get their accounts suspended after AdSense connects it to the banned one. AdSense is usually a one shot deal, once you are suspended, that is it.
