They meant a proxy, but not a proxy server. Your best bet would be to get your own server and create or install a PHP Proxy. You must find a web-host that has PHP and you can install a proxy there. I have this proxy http://www.whitefyre.com/poxy/ on my website to get to places blocked from school, but It doesn't work with myspace. PHP proxies don't work with everything. You can try, and if your school knows what they are doing, it wont work, but you can try to bypass the proxy by doing the following. Go to Tools > Internet Options > Connections > LAN Settings > and uncheck the proxy box. It probably will not work, but if it does, there you go. Good luck.
