Cute icons on pictures?

Does anyone know where to get these cute icons to put on their pictures? or what FREE softwares i can download to get them? such as the example below..

P.S. I don’t mean the YAHOO AVATOR or yahoo photo..i meant cute icon on digital camera pictures…like the example link above.
