To run your own, you need a computer which is on the internet, and has pretty much freedom. For instance, your PC at home can be the proxy server. Of course, you need to configure your router and firewall to permit the proxy ports. Then you run proxy software – for instance SOCKS5. Your PC will listen for connections and act as a pass through.
Then you “point your work PC” to your home pc. The path of all your work internet traffic would go THROUGH your home pc. You can set up your home PC Proxy server to listen to port 80 or port 8080 or one of the common ports that is usually permitted on work networks.
