Use windows paint to resize the photo.
Open “paint”
Then:
file->open->chose your photo
Now:
Image->Stretch/Skew
A dialog box opens with a couple of options. One for “Strech” and one for “Skew”. You will be using the values in the “Strech” portion of the dialog box. In each of the two dimensions (horizontal and vertical) type “50″ then click “ok”. Your photo will be shrunk to 50% of its original size. If you need further reduction, just do the same thing over again or start off at a smaller percentage from the beginning.

well, you could go to tinypic.com, and if you upload the picture from your computer, it will resize to one of the set sizes
